We have a file server running Windows Server 2003 x64bit Service Pack 2. One of our departments ocasionally gets pictures or other files that they cannot move, delete or rename because they get this exact error message:

We need to be able to 'unlock' these files or release control of whatever process is holding these without having to reboot our file server because we have many other departments accessing their shared information during the day as well.
1. UNLOCKER program does not seem to work with Server 2003. If you run the program locally on the computer from the person who is working with the files it says the file is not locked.
2. Tried installing UnlockIT from EMCO and it will let you browse to the problem file on the server but also says that the file is not locked by process.

3. We have also tried using the sysinteral processexplorer tool to see what might be holding onto it but that really doesn't give us any information.

I'm guessing it's stuck within Explorer.exe but we can't kill that process and can't reboot during the day. Has anyone else had this problem and how can we resolve this issue when it comes up?
