There must be traces of Office 2010 32 bit installed on the system hence you might be facing this issue. Uninstall Office 2010 completely from the system, re-install it. And then try to install Office 2010 German language pack and check.
Refer the link mentioned below and follow the section ‘Method 2: Uninstall Microsoft Office 2010 Suites with Microsoft Fixit’ to uninstall Office completely from the system:
Note: If Windows 7 is a 64 bit operating system then download and save the fixit tool on the system and then try to run the file from the system.
Note: Ensure you have the disk/download link and the product key for Office 2010 before uninstalling it.
Once the uninstallation is complete reboot the system and then try to install Office 2010.
Note: Ensure you try to install 64 bit of Office 2010 and 64 bit of German language pack or 32bit of Office 2010 and 32bit of German language pack.
It’s recommended to use 32bit of Office program unless you have a specific need for 64bit version of Office 2010, as some of the add-ins are not compatible with 64bit of Office 2010.
